The PIN problem impact on the Liberal leadership race

I am very certain that the problems with the PIN caused a lot of people not to vote.   If you did not have your PIN, you had to call in to get a new one.   If you are only moderately motivated the hassle of trying to get through and get a new PIN is enough to stop you from voting.

I suspect that the people that did not vote were primarily new members signed up at the last minute.

So what impact does this low turnout have on the race?  I suspect not much as I think the loss of votes would have been proportionally equal between the front runners.
