I am not sure what this means.....

Never mind, I now see what was done, the party executive allowed to shortage the membership period.

This was pointed out to me by email,  see the highlighted section:
COPY OF PROPOSED SPECIAL RESOLUTION FOR CONSIDERATION OF DELEGATES AT THE EXTRAORDINARY CONVENTION:
1. That the British Columbia Liberal Party Constitution (the “BCL Constitution”) be amended by deleting Subsection 63(4) and Sections 64 and 67 and substituting the following in their stead:
67 Leadership Vote procedure
(1) The Leadership Vote is a direct vote of all members of the Party who have a right to vote on the Leadership Vote weighted equally for each electoral district in British Columbia and counted in accordance with this Section 67.
(2) Every member of the Party who ordinarily resides in British Columbia has the right to vote on the Leadership Vote, if that member has:
(a) been a member of the Party for the 41 days immediately preceding the day of the Leadership Vote;
(b) paid the registration fee (if any) for the Leadership Vote established by the Party Executive; and
(c) complied with the registration procedures established by either the Party Executive or by the Leadership Vote and Convention Committee.
This would seem to say you have to have joined the party by January 16th.   If that is the case, a huge number of the new members are not eligible to vote.

To keep the new members, this would have to be voted down.
